Slovenian State Cloud (SSC or DRO) represents a computer infrastructure for direct budget users. It operates as cloud ecosystem for public service providers and provides them with secure storage for government and citizen data. State Cloud operates as central IT infrastructure and development point and offers services for citizens and companies, and the ability to quickly achieve their business objectives using the concept of cloud computing. ‒ IT infrastructure is owned and operated by the government, it provides services that use sensitive, personal and other data and information that the government does not want to store outside its environment. Governmental agencies are using central State Cloud and its shared infrastructures and services according to their individual needs. ‒ The State Cloud is a logical set of central support infrastructure and hardware and computer software supported by central government in order to reduce operating costs and therefore drive internal efficiencies within government. For example, it comprises UPS systems, server blades, various disk systems, access terminals, various virtualization platforms, operating systems, proprietary and open source software, control systems, management systems, hardware and software-defined network components, etc. The basis of the DRO computer cloud is the virtualization of hardware resources, which are arranged in three logical groups (data centers) in two locations (Ljubljana, Maribor): PDC (LJ), SP3 (LJ) and NIC (MB). ‒ Within The State Cloud there are offered central services for very different areas. For internal needs there are infrastructure services IaaS (Infrastructure as a Service), and partly the entire PaaS (Platform as a Service) computer environments, and the latter, together with SaaS (Software as a Service) software for the end users, are also included in the general part of the service catalog. So the DRO offers, for example, central e-mail services, electronic document storage services, central backup services, universal storage of objects (documents, cases, multimedia files), common building blocks (Security Platform, SI-CAS, SI-CES, Tray, IO-Module, Piwik, data warehouse, Business Intelligence, search engine, electronic signature, time stamping, e-delivery system, big file exchange system, service bus), hosting information systems and web presentation pages, etc. including information security services.

HKOM network is used by those institutions (central government, part of local government and other) that have legal mandate to access internal information resources only available inside the network. Government communication network consists of "connecting part of the network", designed to rapidly connect various parts of the network and segment it (core, access, servers) and the "service part of the network" providing additional support services such as: - ensuring the quality of services in LAN, WAN and MAN network - providing security by firewalls to control traffic inside and between the institutions, - providing security by the IPS-IDS system for proactive control of network traffic flows, - ensuring the high availability of services and the managing of user sessions by load balancing devices, - providing internet access services, - providing centralized control, - management and control of wireless networks, - services for connection of server segments, - remote VPN access. Connectivity in the HKOM network is provided in one of the following ways: - using the Internet and VPN technology, - using own or leased optical connections, - using IP VPN connections. Government communication network HKOM is owned, controlled and managed by ministry responsible for public administration. Users of HKOM network can access the internet and networks of European union, to provide electronic services and general information on public administration. For users who are not connected via permanent connections, an effective security system is in place in the HKOM network to identify users. For this method of connection to the HKOM network, the data recognition system is used. For users who are connected via permanent connections, a more convenient way of connecting to the HKOM network is by establishing Virtual Private Networking (VPN).

The eJR online application provides IT support in the processing of public tenders. It supports the procedures of submitting and processing of applicants’ documents. It assists professionals with registering, processing and evaluating applications, and preparing administrative acts, such as, for instance, a call for amending an application, decision or agreement. The eJR IT support for implementing public tenders provides for an efficient and rationalised operation of public administration. It sets up conditions to link public records and provides an IT service for citizens, corporate entities and employees of public administration. It provides IT support for the integral procedure, from the preparation and publication of a tender to the evaluation of applications, the reporting on and monitoring of projects. eJR minimises administrative obstacles and enhances the use of IT services by: - simplifying the procedures of submitting and receiving applications; - increasing the percentage of completed applications as it identifies logical errors in entry boxes, which minimises the number of calls for their correction; - enabling the transparency of data and analytics; - increasing efficiency through electronic preparation of forms based on the conditions of a tender, the use of templates, forms and criteria; - enabling records of applications submitted and a comprehensive overview of applications and procedure stages; - providing electronic, remote and simultaneous evaluation by expert panel members; - enabling the generating of documents, from calls for amendments, decisions, rulings, agreements and delivery forms, to print-outs of designs and envelopes; - providing online submission of reports on the work carried out to applicants; - increasing the promptness of the design of similar tenders in the future; - enabling log-ons through certificates, passwords or the use of the SI-PASS building block; - providing electronic signing of applications using the SI-CeS building block; - enabling a link to the office’s document system.
