Terminological guidelines for public administration

In public administration, inconsistent and inappropriate use of terminology is quite common. However, the reason for this is most often not a lack of terminological resources, but mainly in their non-uniform and uncoordinated use. Therefore, the first step in dealing with a terminological question must be a review of existing terminological sources. With the aim of ensuring the use of uniform terminology in the public administration, an ordered list of terminological sources, which should be primarily used, was created. These resources achieve an appropriate level of quality and mutual coordination. If the term you are looking for is not found in any reference or other quality terminological source, the appropriate procedure for defining a new term or term for it must be carried out. The procedures described in the guidelines can be used for this.

Public Administration Central Vocabulary

The central vocabulary uniformly and clearly defines the key terminology used within public administration. All terms in the central vocabulary have a clear, unambiguous and non-redundant definition. In the central vocabulary, terms are organized into a hierarchical structure. Each concept can be in one or more relations of superiority or subordination to other concepts. Relationships between concepts also include associative (non-hierarchical) relationships. The central vocabulary also contains other metadata (eg term administrators, allowed values in the form of code lists, related resources (eg online services that expose certain data), etc.). The central vocabulary provides a consistent language and provided a reference for: • Designers of information solutions, applications, registers, records, etc. • Formulators of legislative and other texts. • Users or data clients who are not the main bearers of the domain (eg other public administration bodies, business analysts, etc.). The Central Vocabulary is published using the Web Protege web application, which is a multilingual tool for managing ontologies and other vocabularies. It supports RDF, SKOS, OWL and other modern standards in the field of semantic web.

42EVA (Central Records of Applications) is an information support for records where important metadata about installed applications are stored. Part of it is also information about processing activities of personal data in the applications according to the GDPR. It enables important data about applications and their modules to be collected in one place in a structured way to prepare appropriate reviews and lists that can serve in decision-making at different levels. The data can be viewed by each user (with the appropriate rights), or an xls file can be created from them and viewed with Excel. 42EVA consists of the following assemblies: applications, modules, contracts/agreements and reports.

Informacijski sistem IS IJS je aplikacija, ki je namenjena podpori upravljanja in spremljanja delovnih procesov Inšpektorata za javni sektor. IS IJS je rezultat znanja in dolgoletnih izkušenj sodelavcev Inšpektorata za javni sektor in Ministrstva za javno upravo. IS IJS je namenjen načrtovanju in spremljanju inšpekcijskih postopkov Upravne inšpekcije in Inšpekcije za sistem javnih uslužbencev. IS IJS vsebuje tri nivoje organizacijske ravni in sicer: upravljavsko (vodstveno) raven, administrativno raven in uporabniško raven. Aplikacija omogoča: - vpogled v presek stanja zadev v vsakem trenutku ali za obdobje, - izdelavo različnih statističnih pregledov (od prednastavljenih do možnosti samooblikovanja), - podlago za načrtovanje dela in spremljanje realizacije načrta dela, - predstavlja podlago za pripravo različnih poročil o delu inšpektorata. Izkušnje z uporabo IS IJS so dobre, kar še posebej velja za upravljavsko raven, nekoliko manj pa za operativno uporabniško raven. Zato je v nadaljnjem razvoju IS IJS že predvidena nadgradnja sistema v delu, ki bo namenjena potrebam inšpektorjev v različnih možnih analitičnih spremljanj posamezne inšpekcijske zadeve oziroma pregledovanju različnih podatkov v več zaporednih inšpekcijskih postopkih.

JEP performs the function of a procedure and form editor and wizard to fill out electronic forms in procedures, including centralized e-signature and e-payment. The guidelines are based on the principles set out in the Public Procurement Act, with the aim of defining the needs of the contracting authorities to select economic operators that are affordable and whose work is of high quality, taking into account labor and social legislation. With this, the >Guidelines strive to achieve socially responsible public procurement, based on the consideration of social aspects in public procurement, with an emphasis on decent work. The guidelines include chapters for the calculation of the estimated value and selection of the public procurement procedure, technical specifications, selection criteria (qualifications of economic operators), award criteria with emphasis on social public procurement, contractual provisions and explanation regarding abnormally low tender. The Guidelines pragmatically approach the resolution of this issue, and therefore contain some useful examples that can help contracting authorities in a great deal when dealing with dilemmas and following the provisions of public procurement law. The use of the guidelines will ensure competition, quality, consideration of social aspects and equal treatment of economic operators and the efficient execution of public procurement of cleaning services.
