These catalogues contain information on datasets and data structure, their use, data administrator etc. The owner of the information is always the institution which created them, regardless if the institution is part of the private sector or a non-govermental organisation. The owner of all information within the public information system is the state.

Semantic text analyzer - pilot project

In cooperation with University of Ljubljana, Faculty of Computer and Information Science we are developing a set of tools for comparison of unstructured blocks of texts by their meaning (semantic comparison). The idea is to find similarities among texts beyond statistical analysis, containing words in the same context with the same/similar meaning and to enrich these with graphic representations. Advanced emerging technologies can be utilized to analyse, categorize and compare presented texts. Ministry of Public Administration will use such tool when preparing and updating data dictionaries and vocabularies. Same toolset can be useful in many other fields (like searching and comparing legal texts) and in different languages. Therefore the tools shall be open source and available to general public. A working prototype has already been tested (https://docker.biolab.si/?password=0d79e6ec2476357b371857118694ce24) and a full blown toolset is in phase of development.

Fictional persons or personas, created to support different test scenarios. They are contained in test Central population register, they have assigned PIN number and tax number and other attributes. It is recommended that other institutions also include these fictional persons into their test environments and cover various typical scenarios. Use of these persons enables efficient testing of complex solutions with overlapping processes of different institutions.

ERAR - Application for the portrayal of public money use in the Republic of Slovenia

Application ERAR is an online service which provides insight to the general public, media, business and state bodies into the operation of public institutions and state-owned enterprises and municipalities that refer to goods and services, wages, social benefits, pensions, subsidies, scholarships etc. The publicly known flow of money between the public and private sector makes holders of public office more responsible for using public funds efficiently and effectively, facilitates debate on adopted and planned investments, reduces the risk of mismanagement and the abuse of authority, and, in particular, limits systemic corruption, unfair competition and patronage. The Commission for the prevention of corruption opens a new paradigm of transparency of the state’s operation and limiting corruption risks. Application ERAR was created on the knowledge and expertise gained by the Commission for the application Supervizor, predecessor of ERAR. Because of its modular structure, the new application allows greater freedom with extensions and upgrades.

Semantic Interoperability Implementation Strategy

Document Semantic Interoperability Implementation Strategy was created within the project Technical and semantic renewal of registers and records. With the help of the tools and procedures defined in the Strategy, we are solving the following priorities: - Once Only Principle, - More efficient and standardized planning of information solutions models (for new and re-engineering existing ones), - Greater degree of reliability and quality of data being exchanged between systems (one truth rule, same understanding of the meaning of data for all users).

SOVD

Big file exchange system

The system SOVD is designed for transfer of large files (up to 10 GB) in a simple, secure and reliable way. The process starts when the 'sender' uploads the file into the central SOVD system. The 'receiver' gets notified by e-mail where he can find the link for the download. If the sender has protected the file with the password, the receiver gets that password via separate mail or SMS. The system also performs antivirus scan and in case of and viruses found, it denies the transfer. The senders must be registered, they must have a qualified digital certificateand they have to be inside the governmental private network HKOM. The receivers don't have such restrictions - they can also be outside HKOM anywhere on the internet, they don't need a digital certificate and they don't need to be registered. The file is only temporarily stored in the system (normaly 7 days), after that time it is automatically deleted. While it is in the system, it is encrypted. For the advanced users, the system also alows the file exchange via webservices.
