The web portal provides: - current information on the programme implementation, publish best practices (both at national and EU levels) and reports on administrative burdens in an individual regulation (act, rule,…) as measured in the programme - insight into the application containing all the information on administrative burdens -access to the national database of the measured administrative burdens which are imposed on citizens and entrepreneurs by legislation. Selection between various extracts regarding individual burdens (regarding costs and time) is also possible. - additional proposals from users for simplification in order to achieve the greatest effect possible regarding the pursuit of the objective of reducing administrative burdens and simplifying procedures by 25 per cent and consequently, of simpler and more transparent legislation. The portal is intended for all entrepreneurs and citizens who, either in the business process or everyday life, have contact with administrative procedures where they encounter obligations they have to fulfil to meet the requirements of legislation. In addition to entrepreneurs and citizens, the portal is also intended for persons preparing regulations and others employed in the state administration encountering administrative procedures. Within the scope of its better legislation policy, the Republic of Slovenia has started to actively implement the principles of preparing regulations better in order to achieve greater competitiveness for small and medium-sized companies, as well as to increase the satisfaction of citizens who cooperate with the state due to various life-related events. In July 2012, the Government of the Republic of Slovenia adopted the renewed Action Programme for eleminating administrative barriers and reduce regulatory burdens for 2012 and 2013. The positive impacts of implementing better regulation policy are reflected in: • improved competitiveness of companies/the economy, • the promotion of openness of the market, • improved standard of living, • increased transparency, which in practice manifests in: • reducing the costs of companies, • encouraging the business sector, • efficient legislative arrangement, • better legislation, i.e. enhanced execution of obligations. Electronic identity management is becoming a key element of e-business but lack of common approaches raises many questions regarding the privacy and security. In Slovenia, qualified digital certificates are used for user authentication and electronic signature since 2000 when the legal basis for e-commerce and e-signature was introduced. Despite the fact that qualified certificates are being issued by certification authorities for more than ten years we are facing today the situation that the usage of e-signatures as well as qualified digital certificates themselves is relatively complex and not sufficiently widespread to allow wider implementation of e-commerce in the private as well as the public sector. Furthermore, the usage of secure signature creation devices (SSCD) is even substantially less common. Due to above mentioned facts and taking into account current trends in the EU countries as well as the development of information technology it is essential to provide to the citizens and businesses safe, simple and modern e-signature and e-identity concepts. A detailed analysis of the options available to achieve this goal was performed in order to prepare legal, organisational and technical bases for the introduction of an e-identity which will allow unique e-identification and creation of a qualified electronic signature. When analysing these goals the following basic objectives for the e-identity system renewal have been identified: • ease of use, • broad applicability, • high level of security, • protection of personal data, • ease of integration, • uniform management, • relatively quick deployment, • acceptable cost. Based on these eight objectives, options were divided into three different sections that were analysed and evaluated independently of each other: • Section 1: legal options, • Section 2: identifier models, • Section 3: different technical implementations. Final results of the analysis take into account several views; in particular, the following had been considered: • decision model evaluations results, where individual variants were evaluated by various stakeholders organised in focus groups (service providers in public and private sector, end users (citizens and governmental employees) and interdepartmental working (IWG) group experts), • consumer representatives opinion, • opinion of private service provider representatives, • external legal opinion, • interdepartmental working group opinion, • a proposal for a new e-signature, e-identification, e-authentication and related services EU regulation, • latest projects in other countries, • results of the STORK project implementation.
