SKRINJA - Business Intelligence in the civil service (BI)

Skrinja (Chest) is a business intelligence and data warehouse system developed and managed by the Ministry of Digital Transformation. Users can interactively view and process data in real time with powerful visualisations. This way, data can be used to influence better use of existing staff, better planning and decision-making in the long term. It is designed as a horizontal service for users of the civil service. It includes public sector salaries (over 2000 budget users with over 750 types of payments), public procurement data (over 11% of GDP) and common system code lists. The connection of administrative procedures and 12 new data sources from different public authorities is in preparation, as the interest in analytical decision support among public authorities is high. A mobile Chest is also operational and an online Public Procurement Chest will be available shortly. We are developing predictive analytics as a basis for algorithmic processing. The Chest system has been awarded several times (in 2020 - the e-Service of Public Administration award of the Slovenian Society of Informatics and in 2022 a finalist of Moving Forward for the best improvement in public administration of the UL Faculty of Administration. Terminological guidelines for public administration

In public administration, inconsistent and inappropriate use of terminology is quite common. However, the reason for this is most often not a lack of terminological resources, but mainly in their non-uniform and uncoordinated use. Therefore, the first step in dealing with a terminological question must be a review of existing terminological sources. With the aim of ensuring the use of uniform terminology in the public administration, an ordered list of terminological sources, which should be primarily used, was created. These resources achieve an appropriate level of quality and mutual coordination. If the term you are looking for is not found in any reference or other quality terminological source, the appropriate procedure for defining a new term or term for it must be carried out. The procedures described in the guidelines can be used for this.

eJR IT Support for Public Tendering

The eJR information system supports the process of implementation and processing of public tenders. It supports the process of electronic submission and processing of applications from applicants and provides the necessary information regarding public tenders and tender conditions. The solution is accessible at any time and from any place, including from a mobile device, and is suitably information secure. The eJR information system is built with the use of open source sources and purpose-developed modules. It is set up on the central information and communication infrastructure of the state authorities, which provides adequate security and technical conditions for the operation of information systems. In the construction of the security system, the use of the GENERIC ounter technological requirements and the Guidelines for the development of information systems place. eJR uses the common building blocks of the state administration SI-CeS, SI-CAS and smsPASS and connects with the document system KRPAN and the central electronic storage CEH. Key eJR functionalities are: - creation of smart electronic forms for data capture or entry via an intuitive graphical interface; - automatic verification of the logical correctness of input fields during the application (before submission); - generation of appropriate documents (invitation to supplement, evaluation sheet, decision, etc.) according to the stage of the tender procedure; - independent adaptation of implementation parameters of calls, which also includes the creation of a project team and delegation of project applications; - creation of new calls based on pre-prepared templates and / or pre-calls; - electronic evaluation of applications with quantitative criteria that can be set for each call; possibility of conducting assessments from remote locations and independently from other members of expert committees; - export of data from the system for later analysis; - login via a common SI-CAS building block (user name and password, qualified digital certificate, smsPASS); - electronic signing of applications with RS valid qualified digital certificates - a common building block of SI-CeS; - possibility of connectivity or integration with back-end systems (e.g. with document system KRPAN;) - central electronic file storage (CEH); - the ability to create an audit trail that provides insight into the access and activities of system users.

eHeritage information system

The eHeritage online application (ISeD) enables maintenance and use of the Register of Immovable Cultural Heritage (eRNPD module) and the Register of Intangible Cultural Heritage (eRNSD module), establishment and maintenance of the system of Heritage Protection Areas (eVOD module) and effective monitoring and supervision of archaeological fieldwork research (eArchaeology module). The ISeD application supports all phases of the above-mentioned heritage protection processes and all involved stakeholders: the Ministry of Culture, the competent organisations for the protection of cultural heritage, the state and private archaeological research providers, the regional museums, and citizens. The publicly accessible parts of the ISeD application allow citizens to engage in the cultural heritage protection system. On the My eHeritage portal, citizens can submit initiatives for entry in the Register of Cultural Heritage, applications for cultural heritage consents for the investigation and removal of archaeological remains and participate in e-public consultation on the definition of protection regimes for cultural heritage. All relevant and up-to-date spatial and attribute data from ISeD is published on GIS public portal as open data. The application operates on the Slovenian State Cloud infrastructure and uses central building blocks (SI-PASS, GeoHub-SI and Geospatial Web Services, TRAY etc.). The ISeD application has been developed in the framework of the project "Integrated Information Support for the Protection of Cultural Heritage" and has been in use since September 2022.

SIGOV-CA digital certificates

SIGOV-CA is the issuer of qualified digital certificates of public administration institutions of the Certification authority at the Ministry of Public Administration. SIGOV-CA (: Slovenian Governmental Certification Authority) is the issuer of qualified digital certification authority at the Ministry of Public Administration (MPA) for public administration of Slovenia. Qualified digital certificates issued by SIGOV-CA follow the newest guidelines regarding encryption, and are in accordance with the Electronic Commerce and Electronic Signature Act, and published Certification Policies. The purpose, operation and methodology of managing digital certificates, the liability of the Certification Authority and the holders of digital certificates, and security requirements, which need to be fulfilled by the holders, are all defined in the Certification Policy with regard to each type of digital certificates. SIGOV-CA is issuing enterprise and web digital certificate which are further divided into digital certificates for employees, general name and servers. SIGOV-CA digital certificates for employees and general name are enrolled directly on a smart card and allow the creation of a qualified signature. The central system for server e-signature SI-CeS

The central system for server e-signature SI-CeS allows the creation of an electronic signature with the private keys of the digital certificate holder, which are securely stored in the central system. The service is flexible and supports a variety of options for the implementation of e-signature: in enables the creation of an e-signature in accordance with different standards or formats (binary, XML, PDF, CMS); the creation of an e-signature at different levels will be supported (qualified e-signature, advanced e-signature, certified by a qualified certificate); the user has several options for authentication in the creation of an e-signature, according to the required level of the e-signature and the authentication mechanisms supported by the central authentication system Si-CAS. The service enables a secure e-signature without the user having to install any signature components. The use of e-signature is supported in all user environments, both fixed and mobile.
