Data Model Repository

(The data model repository is currently still in the data filling phase) The repository of data models contains data models of basic registers, records and key information solutions of public administration. It allows their structures and metadata to be stored centrally and in a uniform manner. It provides existing and potential users with precise information on which data is already collected within the framework of public administration and therefore does not need to be defined anew. The repository provides: • Standardized conceptual and logical data models. • Standardized and comprehensive description of classes, entities, relations, attributes, etc. • A uniform and broad set of metadata, which enables a clear and unambiguous definition of the content of databases. • Ownership information. • Versioning and change control. • Link to reference data (code books) and the Central Vocabulary. • Relationships (mappings) between individual basic registers and their data elements. Core data models are also included in the Data Model Repository. These are reusable and extensible data models that capture the fundamental characteristics of entities in a context-neutral way. Public administration bodies can use and expand them in the following ways: • Development of new information solutions: core data models can be used as a default starting point for creating conceptual and logical data models of newly developed information solutions. Such an example can be e.g. common, universal business processes, such as the implementation of the Administrative Procedure Act. • Data exchange between information solutions: Core data models can form the basis of context-specific data models for data exchange between existing information solutions. • Data integration: Core data models can be used to integrate data coming from different heterogeneous sources. The repository of data models is closely connected with the Central Vocabulary and the Registry of Ciphers, which are also part of the Platform for Semantic Interoperability (PZSI).

Terminological guidelines for public administration

In public administration, inconsistent and inappropriate use of terminology is quite common. However, the reason for this is most often not a lack of terminological resources, but mainly in their non-uniform and uncoordinated use. Therefore, the first step in dealing with a terminological question must be a review of existing terminological sources. With the aim of ensuring the use of uniform terminology in the public administration, an ordered list of terminological sources, which should be primarily used, was created. These resources achieve an appropriate level of quality and mutual coordination. If the term you are looking for is not found in any reference or other quality terminological source, the appropriate procedure for defining a new term or term for it must be carried out. The procedures described in the guidelines can be used for this.

Nacionalni interoperabilnostni okvir NIO

National interoperability framework - Portal NIO

The Slovenian interoperability NIO Portal is a national web portal for publishing and harvesting interoperability solutions of the public sector. Besides the publishing, the portal provides the main resources for keeping track of and use various interoperability (technical, semantical, organizational, legal) solutions. NIO has been upgraded visually and technically several times. The upgrade has introduced new features enabling enhanced experience and usability of the portal in order to publish and export the interoperability solutions using standard vocabularies (ADMS and DCAT). NIO portal supports two different views: end-user’s and editor’s view. End-user’s view enables non-registered end-users to review and access interoperability solutions. Editor’s view provides registered editors to publish new interoperability content (data, applications). Most important part of the editor’s view is a workflow for publishing and review process of published interoperability solutions in order to add these to the catalog.

The Slovene Language Development in the Digital Environment - Language Resources and Technologies project

The Slovene Language Development in the Digital Environment - Language Resources and Technologies project, co-funded by the Operational Programme for the Implementation of the 2014-2020 European Cohesion Policy, closed in February 2023. The project was implemented by the University of Ljubljana and its consortium partners. Activities were carried out in the areas of maintenance and upgrading of corpora (language resources), speech technologies, semantic resources and technologies, machine translation, development of a terminology portal, and maintenance of an infrastructure centre for language resources and technologies. The contractors developed a corpus submission portal, upgraded language resources to support technologies, developed a machine translator for the Slovene-English language pair, a speech recogniser and synthesiser for Slovene, applications in the field of semantic technologies (e.g. summarising tools, word sense recognition and question answering), a Slovene terminology portal, maintained the repository and concordance platform and provided support for the reader. The results are available on the project website: https://www.slovenscina.eu. The results of the RSDO project are being integrated into many areas of modern digital society: smart cities and communities, smart factories, adapted ways of communicating for people with disabilities, healthcare institutions, courts, justice, police, universities, national assembly... Open Source also enables further development of language technologies and their use not only by public research organisations and civil authorities, but also by businesses.

New National Coordinate System

Surveying and mapping Authority of the Republic of Slovenia (SMA) introducced new coordinate reference system, named D96/TM, which is harmonised with Eurepan CRS and is prescribed by directive INSPIRE. SMA will transform all geodetic data sets till the end of the year 2018. SMA has fullfilled all the ogoje for other data providers, so they can transform their data sets in new coordinate system.

Public Administration Central Vocabulary

The central vocabulary uniformly and clearly defines the key terminology used within public administration. All terms in the central vocabulary have a clear, unambiguous and non-redundant definition. In the central vocabulary, terms are organized into a hierarchical structure. Each concept can be in one or more relations of superiority or subordination to other concepts. Relationships between concepts also include associative (non-hierarchical) relationships. The central vocabulary also contains other metadata (eg term administrators, allowed values in the form of code lists, related resources (eg online services that expose certain data), etc.). The central vocabulary provides a consistent language and provided a reference for: • Designers of information solutions, applications, registers, records, etc. • Formulators of legislative and other texts. • Users or data clients who are not the main bearers of the domain (eg other public administration bodies, business analysts, etc.). The Central Vocabulary is published using the Web Protege web application, which is a multilingual tool for managing ontologies and other vocabularies. It supports RDF, SKOS, OWL and other modern standards in the field of semantic web.
