Fictional legal persons or personas, created to support different test scenarios. They are contained in test Business population register, they have assigned PIN number and mostly also the tax number and other attributes. It is recommended that other institutions also include these fictional legal persons into their test environments and cover various typical scenarios. Use of these test legal persons enables efficient testing of complex solutions with overlapping processes of different institutions.

SYSTEM FOR STANDARDIZED MANAGEMENT OF USERS AND THEIR RIGHTS Basic characteristics of the common building block SECURITY PLATFORM: • access control for applications and their functionalities • support for physical users (persons) and system users (applications, systems) • authentication: all slovenian qualified digital certificates, additional password possible • authorization: first the user requests access to new application/module/profile/role, then the application owner confirms or rejects, automatization possible • managing hierarchy: application owner, institution supervisor, platform supervisor • levels of granularity: application can have multiple modules/functionalities, users can have different profiles/roles within an application/module • can neutralize the dificulties with multiple, changed or expired certificates • can also integrate with different authentication systems (e.g. SI-CAS system) • built-in SSO functionality: all applications using this module can use the login-sharing between applications

Guidelines on procuring IT solutions

These guidelines represent a recommendation for contracting authorities regarding procurement of IT solutions and define recommended approaches for the preparation of contracts. They deal with various areas of procurement regarding the development and maintenance of information systems. Addressing the entire life cycle of IT solutions in public administration, they give contracting authorities recommendations regarding the use of different types of procedures laid down by the Public Procurement Act (ZJN-3). At the same time, these guidelines support Slovenia’s new challenge: to become green reference country. With them, we want to encourage competition between economic operators so that they compete with the quality of the offered solutions and price. Guidelines wish to offer assistance to contracting authorities in the crucial phase of the contract when determining the needs, preparation of specifications, selection and award criteria and the selection of a procurement procedure. Examples of good practice are also offered for a better understanding.

SYSTEM FOR ELECTRONIC ENQUIRIES TO THE DATA SOURCES WHERE SYNCHRONOUS ACCESS IS NOT POSSIBLE Basic characteristics of the common building block ASYNCHRONOUS MODULE: • all enquiries are collected in a special protected "waiting room" for each data source data source processes the enquiries in the backoffice, returns the answers into the "waiting room" • support for single data sources and also data sources groups (wait for the answers of all group members, e.g. banks) • answering can be automatized (fetching the enquiries from the waiting room, processing, returning the answers) or manual (using the special GUI) • answers can be electronically signed and time-stamped • the data are stored only temporarily until the enquiring system (e.g. Tray) receives them, afterwards only the traffic metadata are kept in the logs • extremely flexible, simple adding of a new data source or a new data sources group, simple adding of a new enquiring system • equipped with special functionality Supervisory module, for managing the data sources and the enquiries • two-level system of alerts in the case of delays with answers (access possible exclusively within the government HKOM network)
