Electronic procedures building block - JEP

The JEP system is the central part of the information solution for the full and contemporary electronic implementation of public procedures. JEP performs the function of a procedure and form editor and wizard to fill out electronic forms in procedures, including centralized e-signature and e-payment. JEP sends a completed user request to the competent public authority or allows it to handle the application form within the system itself, if the body does not have its own document management system.

Decree on Information Security

The Decree determines minimum common information security requirements, which include common frameworks for information security management and basic controls to ensure information security in the state administration, unless otherwise provided by the decree. It applies to state administration bodies (hereinafter: the body) and to other state bodies, local authorities, public agencies and holders of public authority and other entities that are connected with the central information and communication system (hereinafter referred to as the connected entity).

Guidelines on procuring IT solutions

These guidelines represent a recommendation for contracting authorities regarding procurement of IT solutions and define recommended approaches for the preparation of contracts. They deal with various areas of procurement regarding the development and maintenance of information systems. Addressing the entire life cycle of IT solutions in public administration, they give contracting authorities recommendations regarding the use of different types of procedures laid down by the Public Procurement Act (ZJN-3). At the same time, these guidelines support Slovenia’s new challenge: to become green reference country. With them, we want to encourage competition between economic operators so that they compete with the quality of the offered solutions and price. Guidelines wish to offer assistance to contracting authorities in the crucial phase of the contract when determining the needs, preparation of specifications, selection and award criteria and the selection of a procurement procedure. Examples of good practice are also offered for a better understanding.
