The Guidelines are based on the provisions of the Public Procurement Act (PPA-3) and represent a recommended tool for use for contracting authorities by their preparers. They provide suitable and harmonized (with PPA-3) references, directions and suggestions on the most appropriate procurement process for architectural and engineering services contracts. The guidelines recommend respective adjustment to the specific subject matter of the contract through selection of procedures, selection and award criteria, most suitable for the specific subject-matter and market situation to enable participation for large, medium and small tenderers.
